Asked about his reaction to the shooting, Mr. Kelly said, “I can’t have a visceral reaction. I’m in charge of a 52,000-person organization. I’m also the final determiner as far as discipline is concerned in any process that goes forward.”
Leading a multiple-thousand-man organization means you can't have a visceral reaction when a few of them go berserk and strafe the shit out of a black party-goer and his friends? What would be Kelly's po-faced bureaucratese if, say, a bad seed in blue raped a white female suspect?
Even the expected "official" comment — something like, "Given my position as Commissioner, all I can do is say that the matter is our highest priority right now" — would have been preferable to denying you think there's anything un-shocking or non-disturbing about the kind of bullet shower one expects in Sadr City, not Queens.
